Mill and Overlay 2019

Mill and overlay involves milling off the top of the pavement surface and then applying a layer of asphalt back to create a smooth driving surface. The goal is to extend the life of the roadway for an additional 6 to 20 years. For more information on the City of Columbia’s Pavement Management Plan.

Progress Updates:


June 17:
Most scheduled streets announced on April 2 have been completed except Sandman Lane, Cooper Drive, Ruby Lane and the Mexico Gravel Road/Ballenger roundabout. Crews will return later this summer to complete that work. 

June 14: Mill and overlay operations scheduled on Smiley Lane, Brown School Road, June 17-20. Details at CoMo.gov/CMS/pressreleases/view.php?id=6213

May 17: Forum Boulevard repaving was completed last night, from just south of the MoDOT’s Forum/Stadium intersection to just north of the Hinkson Creek Bridge. Lane markings and reflectors have been installed until permanent stripes can be painted. Please continue to drive with care until line striping begins in the next few weeks.

May 15: Unfortunately forecast weather Tuesday night has delayed the project again. This delay also has created some equipment issues for the contractor. The contractor hopes to finish paving overnight Wednesday and Thursday, weather permitting. We apologize for the delay.

May 14: Last night crews completed Mill and Overlay on Forum from Stadium Blvd to Forum Plaza with hopes of completing the asphalt overlay to the Hinkson Creek Bridge (overnight tonight) by tomorrow morning, May 15, weather permitting.

May 13: Due to last week’s spotty weather, the Mill and Overlay project on Forum Boulevard has been extended until the morning of May 15 or May 16, weather permitting.

May 6: The milling of Forum Boulevard started on schedule Sunday evening. Unfortunately, significant rain delays may occur this week.

April 29: Overnight mill and overlay operations are planned for Forum Boulevard, May 5-11, weather permitting. Paving will be performed in all lanes from Stadium Boulevard to the Hinkson Creek Bridge. Capital Paving, contractor for Columbia Public Works, plans to begin milling operations on Sunday, May 5 or Monday, May 6 at 7 p.m., weather permitting. Crews plan to work from 7 p.m. to 7 a.m. nightly to reduce the impact on traffic. Forum will remain open to two-way traffic during construction but traffic delays are expected. Work is scheduled to be completed by 7 a.m. Saturday, May 11, weather permitting. Motorists, nonmotorized transportation users and pedestrians are urged to use caution in the workzone. (Also, Thornbrook Parkway has been milled but crews are waiting for better weather for overlay operations, hopefully sometime this week or early next week.)

April 24: Thornbrook Parkway (5201 Thornbrook Parkway to Regal Way), which was previously scheduled in 2017, has been added to the 2019 Mill and Overlay schedule. 

April 22: The overlay of Ammonette and Blue Ridge should be finished today with Flatwater roundabout up next today/tomorrow followed by Audubon Drive, weather permitting. The following streets are scheduled for milling today/tomorrow, weather permitting: Columbia Gorge Parkway; Katy Lane; Limerick; Rothwell. Mill and overlay has been completed on the following streets: Towne Drive; Whitegate; Clark Lane; McKee Street; Sylvan Lane. The contractor’s schedule is subject to change depending on weather and other contractor workflow issues. However, streets to be worked on should have signs posted on them at least 24-hours in advance.

April 16 : Capital Paving plans to finish Flatwater Drive and Ammonette Street today. Tomorrow crews will start on Audubon Drive, Blue Ridge Road and Columbia Gorge Parkway. Asphalt crews plan to start overlaying on Whitegate Drive and Sylvan Lane on Thursday and then finish Audubon Drive, Blue Ridge Road and Columbia Gorge Parkway on Friday and next Monday-Tuesday. Capital Paving’s goal is to complete all streets on the planned list by the end of May.

April 2:

Capital Paving plans to begin milling and asphalt overlay operations on Monday, April 8, weather permitting, on six City of Columbia streets. More streets will be announced in coming weeks for street maintenance operations including mill and overlay, surface seal and chip seal. The first set of mill and overlay streets is scheduled to be completed by Friday, April 19, weather permitting. Capital Paving is the mill and overlay contractor for Columbia Public Works. The streets will remain open to traffic with the contractor providing flaggers to assist vehicles through the work zone. Motorists, pedestrians and nonmotorized transportation users should use caution when traveling through this area. Minor delays are expected.
