Columbia Code of Ordinances, Chapter 16, section 16-265 states that demolition, construction, altering or repairing of buildings and structures shall occur only between the hours of 7:00 am to 7:00 PM on weekdays, and only between 9:00 am and 5:00 PM on Saturdays. Sunday work is prohibited. Paragraph (e) does allow the Director of Public Works to grant a permit to allow for extended work hour and for work on Sundays.

If you note work occurring outside of approved hours, you may call the Columbia Police Department non-emergency number (573) 442-6131. If you do not wish to report a potential violation to law enforcement, you can send a notification of the violation to Columbia Public Works via this link. This notification link is not monitored 24/7 and hence reports after normal business hours or on weekends and holidays will not be handled until the following business day.
The following extended work hour permits have been approved by the director of Public Works. The contractor is required to post the extended hours work permit at the construction site.
