Downtown Employee Parking Permits

Visit the Downtown Employee Parking Permit page for more information on how to obtain a $35 per month permit, valid at any green-topped meter in the downtown area.

Although this permit was created with people who work downtown in mind, anyone can use it. However, permit holders will be required to move their vehicles every 24 hours.

Use the parking map to locate the green lines on the street indicating where these meters can be found.

Purchasing a parking garage or lot permit online

To purchase a parking permit for a parking garage or lot, scroll down to the list of City-owned parking lots and garages below to see what is currently available.

Then, visit the Citizen Self-Service (CSS) site and either Login or Register (if needed, you can see step-by-step instructions on how to create a CSS accountopens PDF file ).

  • Once you’ve logged in to your CSS account, click “Apply for a NEW License, Permit or Plan” in the black bar at the top of the page.
  • In the search box, type the word “parking” and wait for the search suggestions to display the names of all available parking permits.
  • Click on your desired permit location from the results and then click “Apply”. From there, follow all the remaining necessary steps to purchase your parking permit.

Once you have completed your purchase, your hang tag permit will be mailed to you.

If you prefer to pick up your hang tag, forward your emailed receipt to [email protected]create new email and let us know when you plan on picking it up. We are located at City Hall, 701 E. Broadway, and are open Monday through Friday from 8 a.m. to 5 p.m.

All parking permits are subject to current availability. We are unable to provide a waitlist service at this time.

If you cannot access a computer, please come to City Hall, 701 E. Broadway, Columbia. Staff there can assist you with the purchase of a parking permit.

Selecting a payment plan

During the signup process, you can choose between monthly, quarterly and yearly payment rates. Please choose the option that appeals to you.

  • The monthly plan will charge you for one month at a time, with your next payment being due 30 days from the date of your first payment. 
  • The quarterly plan will charge you for three months at a time, with your next payment due 90 days after the date of your first payment. You will receive a small discount for selecting this payment plan.
  • The yearly plan will charge you for twelve months at a time, all at once. You will receive a small discount for selecting this rate of payment. 

Billing

After your parking permit has been issued, you will receive email reminders by email a few days prior to your bill being due. If you do not make your payment on time, your permit will be canceled, and your permit hang tag’s RFID capabilities will be disabled. Parking tickets will be issued if payments have not been received in full.  

Payments can be made via the following methods:

  • Online through the CSS system.
  • In person with cash, check, or a credit card at City Hall, 701 E. Broadway.
  • By mail, using a check or money order to City of Columbia, Public Works, 701 E. Broadway, Columbia, Mo. 65201.

Permit rules and guidelines

Displaying your parking permit hang tag

Permits must be hung from your front windshield’s rear-view mirror with the numbers facing out so that it can easily be seen by parking enforcement officers. If there are any problems in displaying the permit in this location, contact us.

Parking garage gate arms

When using an RFID-enabled hang tag, please pull your vehicle up to the entry gate. The gate will read your hang tag through your front windshield, and the gate should raise automatically. Drive your car to any space marked as a being a permit parking space. When you are ready to leave the garage, drive your vehicle to the exit gate and wait for the gate arm to once again read your hang tag and raise the exit gate.

No permit parking in hourly spaces

Permit holders may not use hourly parking spaces unless they have paid the hourly fee for the space (City Ordinance Sec. 14-391). If the parking permit area is full, report it to the Columbia Police Department by calling their non-emergency number 311, or 573.442.6131. The police will advise you on where you may park temporarily.

Avoid reserved or restricted spaces

Please also refrain from parking in any space with a sign marking that particular space as being reserved or restricted in any way. These are enforced 24 hours per day, 365 days per year.

Enforcement Hours

City parking garages are enforced Monday to Friday between 8 a.m. and 6 p.m.

City parking lots are enforced Monday to Saturday between 8 a.m. and 6 p.m.

During enforcement hours, all permit holders must be in permit spaces, and vehicle not displaying a parking permit hang tag must be in an hourly space. Outside of enforcement hours, however, this is not enforced. 

Regardless of enforcement hours, you must never park in any reserved or restricted spaces.

Parking is not enforced on all observed City holidays

Nontransferable

Permits may not be co-leased or otherwise transferred to individuals not originally making the lease agreement with the City of Columbia.

A lessee may allow another individual the temporary use of a permit, but this use shall not exceed seven calendar days without written authorization from the City of Columbia Parking Utility. Application for written authorization shall be made three days prior to such extended permit-sharing use.

Replacement fees

If you should lose your parking permit hang tag, there is a $25 replacement fee for RFID-enabled hangtags issued to permit holders for parking garages. There is a $6 replacement fee for regular hang tags issued to permit holders for use in parking lots.

Permit cancellation

To cancel your parking permit, you must return your tag in person to City Hall at 701 E. Broadway. Please do not return hang tags by mail. Once received, we will mail you a check based on the number of days remaining in the billing cycle for which you have already paid.

You are responsible for the continued payment of any parking permit until the hang tag is physically returned to the City of Columbia Public Works staff at City Hall. If you have moved away from Columbia and forgot to return the hang tag to us, please contact staff at [email protected]create new email to make arrangements to have it returned.

We will revoke parking permits if payment has not been received in full within 28 days of the invoice date. Once a permit has been revoked, it can be reissued to a customer upon request, with the following conditions:

  • All delinquent permit amounts must be paid, and the revoked tag must be either returned, or a $25 lost tag fee must be paid.
  • The parking lot or garage must have permits available.

Lock your vehicle

Always lock your vehicle. The City of Columbia accepts no liability in the event of theft or vandalism. However, it is requested that all occurrences be reported to the Columbia Police Department’s non-emergency number at 311, or 573.442.6131.

If you see a theft in progress, please call 911.

Other types of parking permit

  • Parkmobile Downtown Parking Permit – This permit enables the holder to park at green-topped parking meters downtown for up to 24 hours at a time for $35 per month. There are about 300 of these spaces downtown, and daily availability of individual spaces is first-come, first-served.
  • Parking meter hoods – A form to request the reservation of an individual parking meter for a short period of time for qualifying reasons.
  • North Village parking by permit only – Free parking permits are available for those who can show proof of residency in the North Village neighborhood.
  • Qualified Veterans Park for Free – No permit is required to park downtown for those displaying certain types of license plate.
