About Facilities Management
Public Work Facilities Management plans, develops, preserves, operates and manages City occupied building facilities that supports the delivery of municipal services meeting the current and future needs of our residents and visitors in the most efficient manner.
Planning, design, construction
Planning, design, construction for new, and renovation of the City’s occupied buildings. Providing services to improve the facilities in support of the City’s vision, mission, values and strategic priorities, managing all efforts in the design and construction of new building, renovation and repair projects.
Planning, design, construction includes:
- Space Planning and Programming establish the feasibility of a project in quantifiable terms. These pre-design activities strive to articulate the project’s goals and objectives as they relate to the program requirements, the site, schedule and available funding. At this stage, efforts focus on assessment, analysis, conceptualization, consultant recommendations and the reconciliation of needs and resources.
- Space Analysis, Programming, Feasibility Studies, Conceptual Design, Recommendations
- Major Projects, These complex, large-scale projects range from building rehabs to new buildings. Responsible for hiring the architects, engineers, and specialty consultants, and for the issuance and award of construction contracts. Involved in all phases and aspects of these projects. Coordinates design and construction with operational activities reviews all contract documents and monitors all construction activities to ensure a sustainable facility is developed.
- Minor Construction, if the project requires architectural and engineering design documentation, this is completed by outsourcing to a design firm. Involved in the definition of scope, programming, budgets and estimates, scheduling construction, and the accumulation of contract documents (drawings and specifications).
- Facilities Records to maintain an inventory of all existing plans, as-built drawings and specifications. Information collected here is associated with construction, renovations and maintenance activities.
Maintenance services
Maintenance services is the keeping of City facilities in good operating condition. Activities include keeping spaces, structures and infrastructure in proper operating condition in a routine, scheduled, or anticipated fashion to prevent failure and/or degradation. This includes one-to-one replacement of components and systems not requiring professional engineering or permitting. Maintenance activities do not involve a change in space classification or space use.
Maintenance services include:
- General building repairs.
- Maintenance of building life-safety and security alarm systems.
- Maintenance of heating, ventilation, air conditioning (HVAC) systems.
- Maintenance of plumbing systems.
- Maintenance of electrical and lighting systems.
- Management of building HVAC automated systems controls.
- Pest control.
- Care of planters, trees and shrubbery, lawns, sidewalks and snow removal.
- Maintenance and repair of door locks and door hardware.
- Routine exterior painting of buildings and interior painting of public and common areas.

Custodial services
Custodial services is responsible for maintaining a clean, healthy environment in all City buildings on a daily basis. The routine cleaning of buildings, which includes trash removal, collection of recycling, dusting mopping, waxing vacuuming and much more. The staff provides snow shoveling at building entrances and ensures the entrances are safe and well maintained. Custodial Services is committed to providing Sustainable facilities.
Examples of Custodial services include:
- Clean restrooms and replenish supplies.
- Collect and remove waste and recycling from buildings.
- Clean occupied areas of City buildings.
- Maintain public areas such as corridors, elevators and stairwells.
- Vacuum carpets.
- Refinish tile floors.
- Lamp replacement.
- Shampoo carpets.
- Wash windows.
- Respond to emergencies such as pipe breaks, rain water damage requiring water pickup.
- Provide incident special cleanups.
