In 1999, Jeffrey Smith donated a 50-acre parcel located on the west side of Brown Station Road and south of Waco Road to the City of Columbia for public use. According to the “Agreement for the Acceptance of a Charitable Gift of Real Estate” between Jeffrey E. Smith Investment Co., LLC and the City of Columbia, the property was valued at $503,000. As a condition of the donation, Mr. Smith had the privilege of naming the park. He later designated the park as “Norma Sutherland Smith Park” in honor of his late mother (photo to the right). The park development was on the list of projects to be funded by the 2010 Park Sales Tax and was budgeted in Fiscal Year 2014.
