Project Description: Update the Parks, Recreation and Open Space Master Plan. The entire document was last updated in 2002 and was designed to be ten-year plan. Updating the Master Plan will involve gathering substantial input from user groups and the general public. Any team, club, or group that would like to discuss their recreational needs with the Parks and Recreation Department may request a meeting by contacting the staff contact listed below or by attending one of the scheduled public meetings.

Project Notes: After extensive public input, Parks and Recreation staff compiled a draft 2013 Parks, Recreation and Open Space Master Plan. Public input on the draft plan was solicited at various locations/events and via an on-line survey that was conducted April 10-May 20, 2013. Input was also solicited from the Parks and Recreation Commission, along with various other City commissions. After receiving public input on the draft Master Plan, revisions were made to Chapter 10-Trail Acquisition and Development and Chapter 11-Capital Improvement Program. (See July 1, 2013 Council Report for details regarding revisions.)

A public hearing on the master plan was held July 15, 2013. Several citizens spoke in favor of the plan; none requested any changes to plan. The Council suggested adding information about park-lets in the “Trends” chapter and recommended approval of the plan. The Parks and Recreation Department made the final edits and submitted the final plan to the City Council for official adoption.

Project Status: Completed. The 2013 Parks, Recreation and Open Space Master Plan was officially approved by the City Council on October 21, 2013.

Master Plan drop-in public meeting held October 18, 2011 at the ARC. Public viewed current plans, visited with Parks and Recreation staff, and submitted their comments on a survey form.
Douglass Park Planning Meeting held on August 23, 2012 at the Armory. Participants were given cut outs of park amenities (to scale) and a map of the park and asked to design their version of a master plan for Douglass Park.
