Description: In 2011, the City of Columbia had an outside consultant complete an assessment of ADA compliance of City facilities. Over $800,000 in ADA compliance projects were identified for parks and recreation facilities. The projects ranged from lowering bathroom mirrors 1.5 inches to replacing sidewalks.

Project Notes: In September 2011, 33 reports ranging from 6-34 pages each for parks and recreation facilities were made available to Parks and Recreation staff. Staff analyzed the reports and will prioritize and schedule the projects based on need, usage, feasibility, and funding. Work on some of the projects will begin in 2012. Some of the smaller items may be funded out of the annual park maintenance operating budget.

The new Federal guidelines regarding pool lifts came after the consultant completed the ADA compliance report for Columbia’s park system. The request for more ADA sidewalks at Stephens Lake Park also came after the report. These projects will also be incorporated into the Park ADA Compliance project.

Project Status: See chart below for ADA renovations completed. Plans are to incorporate ADA items in conjunction with current and upcoming capital improvement projects.

Cosmo Park Completed all nine (9) items for L.A. Nickell Clubhouse.
Cosmo Park Steinburg Playground – Three exterior accessible route items. Also, a poured-in-place rubber safety surface was included in the renovation project to create an inclusive play area easily accessible for children with mobile disabilities. This aspect of the project is above the scope and in addition to the ADA items listed in the report.
Replaced concrete pad at the Lamb Shelter drinking fountain for wheelchair access.
Douglass Park Completed four (4) sidewalk items and five (5) parking items are no longer applicable with new parking plans for the Douglass Park Improvments Phase I Project.
Douglass Pool Completed installation of ADA pool lift.
Downtown Optimist Completed ADA walkways, added an ADA accessible picnic table and improved the wood fiber play surfaces (7 items total).
Fairview Park Completed four items related to exterior accessible routes.
Hickman Pool Completed installation of ADA pool lift.
Lions-Stephens Park Completed ten items related to the playground and trail/sidewalks.
LOW Pool Completed installation of ADA pool lift.
LOW Recreation Area Added one wheelchair accessible picnic table at the pool and completed five (5) restroom items related to signage, mirrors, and dispensers.

Replaced playground pea gravel with engineered wood fiber.
MKT Trail Installed a concrete pad for seating at the soccer field.
MLK Jr. Memorial at Battle Garden Completed nine items related to the restrooms.
Nifong Park Installed new concrete walkway from Cosmopolitan Breakfast Club Farm Animal Barn to the restroom.
Paquin Park Completed three items related to the sidewalk.
Parkade Park Replaced sidewalk adjacent to the W. Craig St.curb ramp and corrected slope.
Rock Bridge Park Installed new contrasting truncated dome curb-cut at Marimare Lane and added a concrete walkway connecting to the play areas. Supplemented and compacted the existing wood fiber play surfaces in the two playgrounds.
Shepard Blvd. Park Replaced playground pea gravel with engineered wood fiber.
Removed worn decking and replaced playground.
Stephens Lake Park New ADA walkways completed.
Twin Lakes Recreation Area Completed 51 items in various locations, including the parking lot, restrooms, and bathhouse.
