Short Term Rentals

The City of Columbia invites the public to participate in reviewing and commenting on the potential regulation of short-term rentals (STRs) in the city. A short-term rental is a dwelling unit rented out for a short period of time either informally or via an online platform/website including, but not limited to, AirBnB.com or VRBO.com. In response to public feedback obtained in February, April, and November 2018, text changes to the Unified Development Code (UDC) have been produced.  The text changes include revisions to the definitions for “hotel” and “bed and breakfast”, creation of a definitions for “short-term rental” and “transient guest”, and creation of new use-specific standards governing the establishment and operation of a short-term rental inside the City’s corporate limits (Case # 31-2019).

UPDATE: At the March 7, 2019 Planning and Zoning Commission Meeting received public input on Case # 31-2019 (STR regulations). At the conclusion of the input session, the Commissioner voted to continue the public hearing on this matter to their April 18, 2019 meeting.  Commissioners, during their March 21, 2019 work session, discussed the public comments received at the March 7 input session and determined that additional Commission work session discussion was necessary prior to revising the existing draft STR regulations, dated March 1, 2019. As a result of the Commission’s need for additional work session discussion and an unanticipated request by City leadership, on behalf of City Council, to prepare regulations relating to medical marijuana facilities, the originally scheduled April 18, 2019 continuation of the public hearing on the STR regulations will not occur.  Case # 31-2019 will appear on the April 18, 2019 Planning Commission agenda; however, staff will request that the item be withdrawn from the Commission’s further consideration at this time. Following completion of the Commission’s review of medical marijuana regulations and further work session discussion on the existing STR regulations draft, Case # 31-2019 will be reintroduced for additional formal public hearing consideration.  At this time, it is anticipated that the Commission will resume discussion on the STR draft regulations at its May 23, 2019 work session (5:30 PM, Conference Room 1B, 701 E. Broadway).

  • April 18, 2019 – P&Z Public Hearing and anticipated recommendation to City Council, City Council Chambers, 701 E. Broadway — Anticipated to be withdrawn from the agenda and brought back at a later date 
  • May 23, 2019 – P&Z Work Session to return to the topic, Conference Room 1A, 701 E. Broadway
Public notice of a future Planning Commission hearing on the revised STR regulations will be provided, as required by law, and the STR stakeholders group will be notified by e-mail.  To stay informed, please email planning@como.gov to be added to the short term rentals email list.
