Short-term Rental Regulation Archive 2021-2023 (agendas, minutes, and regulation drafts)

The City of Columbia re-engaged in the discussion of creating zoning regulations governing the use of a residential dwelling as a short-term rental (STR) in mid-2021.  This action followed City Council’s consideration of similar legislation introduced in late-2019 and subsequently removed from its agenda in December 2020.  The documents contained herein are the archived records that show the City’s progression of activities since re-engagement on this topic and are the basis upon which the August 24, 2023 “public hearing draft” is grounded. 

As can be observed from the records contained herein, there was significant discussion on this topic resulting in preparation of the “public hearing draft”.  The “public hearing draft” supersedes all prior draft regulations shown within this archive. In keeping with open records laws, all actions and discussion relating to this regulatory process are shown herein.

Interested parties that desire to make comment on this topic and the “public hearing draft” are encouraged to do so in writing no later than November 27, 2023.  The “public hearing draft” may be viewed and/or downloaded from the “Public Hearing Draft” link under the New and Noteworthy label.

A Planning and Zoning Commission public hearing on the “public hearing draft” is scheduled to occur on DECEMBER 7, 2023 at 7 pm in the City Council Chambers of City Hall.
