About the Housing Programs Division

The Housing Programs Division develops City-wide plans and goals for the implementation of federal and local resources dedicated to meeting affordable housing and community development needs.

What we do:

  • Provide grant administration and compliance for CDBG, HOME and local funds.
  • Oversee grant processes supporting City departments, housing developers and social service organizations.
  • Operate internal affordable housing programs.

  • Notice of Public Hearing – FY 2023 Consolidated Plan Annual Performance and Evaluation Report
    • The City of Columbia will hold a public hearing during the City Council meeting at 7:00 p.m. on Monday, March 18, 2024, in the first floor Council Chambers of the new City Hall, 701 East Broadway.  The purpose of this public hearing is to receive citizen input on the FY 2023 Consolidated Plan Annual Performance and Evaluation Report (CAPER).  The purpose of the report is to detail the City’s accomplishments in carrying out projects in 2023 using Community Development Block Grant funds and HOME funds, and to report accomplishments associated with all other HUD funded community development activities; and which will include a report concerning fair housing actions taken by the City, funds leveraged, and actions that affect homeless, near homeless, and special needs population, particularly those with disabilities.  Written citizen comments regarding this report will be accepted until 8:00 a.m. on March 19, 2024.

      The draft report will be available for review at the City of Columbia, Housing and Neighborhood Services Office located at 11 North 7th St., Columbia, Missouri and at the City of Columbia’s website at https://www.como.gov/community-development/housing-programs-division/ .
