The Office of Neighborhood Services is part of the City of Columbia’s Community Development Department and focuses on addressing code enforcement issues, strengthening neighborhoods and teaming those efforts with volunteers.

Solid Waste Issues: As the City of Columbia Solid Waste Utility starts the Pay as You Throw program on February 1, we have received questions rental property owners and managers. For additional assistance with bags, please call the Contact Center at 573-874-CITY (2489).
- All new Solid Waste Customers are getting a “starter packet” of bags (6 trash and 2 recycling). If they sign up in person, then Utility Customer Service (UCS) provides them the bags at that time, if they sign up online, then UCS mails the starter packet to the customer.
- In instances where the utility in the account is in the property owners name, vouchers are sent to the service address regardless of who is paying for the utilities.
Emergency Rental Assistance Arrears Program (ERAP) is administered by the Missouri Housing Development Commission to provide assistance to landlords who have renters with past-due rent due to impacts from COVID-19.
