The purpose of the Home Rehab & Energy Efficiency Program  is to bring existing homes up to property maintenance and rehabilitation standards, make homes more livable and efficient, and strengthen neighborhoods. This program is not intended to be used for homeowners who intend to sell their property upon completion of the project.

Do I qualify for the program?

Homeowners are eligible to apply for the Rehabilitation program if:

  • Own and live in the home that is to receive the rehabilitation or repair
  • Reside within the city limits of Columbia
  • Have a household income at or below 80% of the median family income as defined by Housing Urban Development (income limits updated July 1, 2020)
  • Are not currently in bankruptcy proceedings
  • Have an average combined credit score not less than 600 (subject to change). Completion of MoneySmart or other approved class may be accepted for scores lower than the required minimum
  • Current on mortgage and real estate taxes
  • Do not have more than $50,000 in readily available resources

At this time the Home Rehab & Energy Efficiency Program is not accepting applications.

What kind of improvements can I make?

  • Roof replacement
  • HVAC repair and replacement
  • Removing Lead-based paint hazards
  • Electrical and plumbing repairs
  • Accessibility improvements
  • Energy improvements: attic insulation, door and window replacement

Enhanced Home Performance with Energy Star

All Rehab projects with potential for energy efficiency improvements will include a full energy audit and participate in the Enhanced Home Performance with Energy Star (EHPwES) program through the City of Columbia’s Water and Light Department. Any rebates issued through EHPwES for work funded by the Home Rehab & Energy Efficiency Program will be applied directly to any outstanding loan balance.

Funds cannot be used for:

  • Adding living or finished space
  • Exterior improvements such as fencing and landscaping
  • Replacement of items determined to be in good condition by staff

Can I do the work myself?

No, you must contract with a general contractor to complete the work on your home.

What are the terms of the loan and will there be a lien on my property?

Yes there will be a lien on the property. Loan amounts vary depending on necessary repairs provided in the form of a 0% interest loan. There will be a recorded Deed of Trust and Promissory note. 

Regular monthly payments will be established for participants not eligible for deferred loans with a flat rate of $50-$150 per month depending on the size of the project and loan amount. Participants are eligible for deferred loans if the head of household is 68 or older and/or an individual with a disability.
