Biography

De’Carlon Seewood served as the city manager for the City of Ferguson, Missouri from 2015 until 2019. His prior experience includes serving as the village manager for the Village of Richton Park, Illinois from 2009 to 2015, the city manager for the City of Berkley, Missouri from 2007 to 2009 and the assistant city manager for Ferguson, Missouri from 2001 to 2007. He’s also served in an interim capacity as a director of Finance, Planning and Development and Ferguson Neighborhood Improvement Program.

Biography

Carol Rhodes joined the City of Columbia workforce as Secretary to the City Manager in 1994, was promoted to Assistant to the City Manager in 1996 and was appointed Assistant City Manager in 2012.  Ms. Rhodes earned a Bachelor’s of Science degree in Business Administration (Cum Laude Graduate) from Southeast Missouri State University in 1989.  She is a graduate of the Leadership Columbia Program; a member of the Columbia Chamber of Commerce, International City/County Management Association and serves on the Board of the Association of Government Contact Center Professionals.

About the Council-Manager Form of Government

Columbia, Missouri is a full-service city and has a Council-Manager form of government. The City Manager is appointed by and serves at the discretion of the City Council. The City Manager is responsible for the general administration of the City of Columbia, program coordination and development, preparation of City Council agendas, special staff reports, annual budget, and an annual statement of city programs and priorities. As Chief Administrative officer, the City Manager is directly responsible to the City Council for all operations of the city as well as implementation of policies and programs adopted by the Council. The City Manager appoints all officers and employees of the City except for the City Clerk and Municipal Judge. Appointment of subordinates is generally delegated to the appropriate Department Director.
