The City of Columbia, Missouri’s web site is offered to you, the user (“User”), conditioned on acceptance of the terms, conditions, and notices contained herein, without modification. User access and use of this site constitutes acceptance of these terms and conditions. Violations of the terms and conditions of this notice may result in the “User” being removed. The web site is provided as a public convenience. Government personnel and the general public may use this system to review and retrieve publicly available government information. User agrees to use this web site as permitted by applicable local, state, and federal laws. User agrees, therefore, not to:

  1. knowingly and without authorization, alter, damage, or destroy the City of Columbia’s or another user’s computer system, network, software, program, documentation or data contained therein;

Indemnity

Privacy policy

Your computer communicates with the City of Columbia’s web site using a particular Internet Protocol Address (IP). Like most sites, the City of Columbia can track the user’s IP when visiting the site. The IP allows the City of Columbia to track for each user the IP, the browser type, the part of the world from which the user is connecting and the identity of the user’s Internet service provider. The City of Columbia has implemented a secure socket layer to limit access to your personal information when submitted via the Web site. All personal information that is collected will only be used by the City for the intended purpose. The City of Columbia is made up of various internal departments each of which may provide services that collect personal information. The City Web site uses non-identifying cookies to provide easier site navigation and access to various sections of the site. E-mail

Personally identifiable information contained in a question or comment sent to the City in an e-mail message or in an online form submitted to the City will be used by the City to respond to the request. The City may redirect the message to another city department or person who is in a better position to answer the question.

Subscriptions

Our website and mobile apps provides users the opportunity to subscribe to receive email notices and push notifications related to topics of interest. Users have the option to unsubscribe from these notifications using the features provided on our website and within our mobile apps. A valid email address must be provided when subscribing to mailing lists or mobile notices. All other personally identifiable information is strictly optional. Your email address will only be used by the City of Columbia to send you information related to your selected topics of interest.  Email addresses are not exempt under the Sunshine Law and may be provided to marketers when requested. When subscribing to push notifications a unique phone identifier is assigned and will be retained by the City of Columbia to allow notifications to be sent to your mobile device. 

Columbia/Boone County Department of Public Health & Human Services COVID-19 Response SMS Subscriptions

  1. Messages will relate to the Columbia/Boone County Public Health & Human Services Department’s (PHHS) COVID-19 response efforts. Messages may include an invitation, in the form of a hyperlink, to view material and/or submit information to REDCap, a secure web application PHHS is using to manage its COVID-19 response.
  2. You can cancel the SMS service at any time. Just text “STOP” to the short code. After you send the SMS message “STOP” to us, we will send you an SMS message to confirm that you have been unsubscribed. After this, you will no longer receive SMS messages from us. If you want to join again, just sign up as you did the first time and we will start sending SMS messages to you again.

  4. Carriers are not liable for delayed or undelivered messages

Spoof, phishing or hoax emails

The City of Columbia takes Internet and email security very seriously. Users of our site should be aware that Spoof, phishing or hoax e-mails that might appear to be from the City of Columbia could put them at risk. The following information is provided to help you to spot this type of malicious email:

  • These emails will generally ask you to click a link back to a spoof web site and provide, update or confirm sensitive personal information.
  • They may allude to an urgent or threatening condition concerning your account.
  • They may be after a password/pin, credit card validation code (CCV), ATM, Debit, or Credit Card numbers, social security number or bank account number.

The City of Columbia will never ask for this type of information in an email. If you receive a suspect email message that appears to be from us, even if you don’t provide information, simply clicking the link could allow someone to access your computer and begin logging key strokes or open your computer to viruses.

Disclosure

Information provided to the City of Columbia becomes a record kept by the City and may be disclosed to others pursuant to the requirements of the Missouri Sunshine Law. No information is exempt from such disclosure unless that law specifically exempts it. Any information provided as part of a job application as well as credit card information is exempted from disclosure. Other exemptions may be found in chapter 610 of the Revised Statues of Missouri.
