INTRODUCTORY
The City Council of the City of Columbia, Missouri met for
a special session at 6:00 p.m., on Monday, April 13, 1998, in the Council Chamber
of the City of Columbia, Missouri. The roll was taken with the following
results: Council Members KRUSE, COFFMAN, HINDMAN, COBLE, JANKU, CROCKETT,
and CAMPBELL were present. The City Manager, City Counselor, City Clerk,
and various Departments heads were also present.
Mayor Hindman explained that the purpose of the first portion
of this special meeting was to adjourn to a closed meeting to discuss legal issues.
Mr. Janku made the motion that the Council adjourn to a closed
session to discuss legal causes of action and litigation as authorized by Section
610.021 RSMo. The motion was seconded by Mr. Campbell with the vote recorded
as follows: VOTING YES: KRUSE, COFFMAN, HINDMAN, COBLE, JANKU, CROCKETT,
CAMPBELL. VOTING NO: NO ONE. Motion passed.
The special meeting reconvened at 7:00 p.m. for the purpose
of declaring the election results. The roll was taken with the following
results: Members KRUSE, COFFMAN, HINDMAN, COBLE, JANKU, CROCKETT, and CAMPBELL
were present.
NEW BUSINESS
R86-98 Declaring election results of the April
7, 1998 election.
The resolution was read by the Clerk.
Comments were called for with none received.
The vote on R86-98 was recorded as follows: VOTING YES: KRUSE,
COFFMAN, HINDMAN, COBLE, JANKU, CROCKETT, CAMPBELL. VOTING NO: NO
ONE. Resolution declared adopted, reading as follows:
(A) Oath of Office - Council Members Crockett, Campbell, and Hindman.
The City Clerk administered the Oath of Office to the three Council members, and they were presented with their commissions.
(B) Comments by 3rd Ward Council Member Crockett.
Mrs. Crockett introduced her husband, Bill, as well as other members of her family present. She said she had enjoyed her first three years on the Council, and added that she is looking forward to three more years. She is proud of the many accomplishments that have occurred in her Ward.
(C) Comments by 4th Ward Council Member Campbell.
Mr. Campbell introduced his wife, Mary, and thanked her for her help and support. He also thanked the voters in the Fourth Ward for supporting his candidacy, and is grateful for their continued support throughout the years. Mr. Campbell expressed his appreciation to his Council colleagues and their patience with him. He commented that he is looking forward to some major activities and important decisions the Council would be making in the next few years concerning the future of Columbia. Mr. Campbell thought Mr. Beck's leadership had given the City a very sound foundation from which to operate.
(D) Comments by Mayor Hindman.
Mayor Hindman introduced his wife, Axie, and spoke of
her tremendous support. He said she is a great credit as the First
Lady of the City of Columbia. He also introduced Walter and Mary Angela
Johnson and thanked them for attending tonight's ceremony. Mayor Hindman
also thanked the voters for electing him to a second term as Mayor. He
said it is a great honor to serve in the capacity as Mayor, in addition to
being a great responsibility.
Mayor Hindman stated the Council is a very good one, and added
that he enjoyed working with each of them. He is convinced that every Council
member has the best interest of Columbia in mind, and that they work hard for
the benefit of Columbia.
Mayor Hindman enumerated the many accomplishments the Council
has made over the last few years. He said he is a great believer in recreation,
and is convinced Columbia needs a recreation center -- for which he intends to
work very hard toward implementing. Mayor Hindman is also interested in
developing the necessary greenspace and trails throughout the City, as well as
neighborhood parks and playgrounds. He believes that beautification of
this City is an extremely important part of what Columbia has to offer -- and
it should be continued.
Finally, Mayor Hindman noted Columbia's fine staff and said
it is a great pleasure to work with them. He said Columbia's well-run government
is something that works and serves the people very well.
(E) Comments by Mr. Beck, City Manager.
On behalf of the City staff, Mr. Beck congratulated Mayor
Hindman, and Council members Crockett and Campbell on their re-election. He
thanked the people of Columbia who volunteer their time to file for office
and serve on the various Boards and Commissions.
Mr. Beck introduced his wife, Delilah, and the staff members
present. He thanked the City employees for an outstanding job. He
thanked everyone for the opportunity to serve.
(F) Election of Mayor Pro-tem.
Mayor Hindman made the motion that Council member Crockett be elected Mayor Pro-tem. The motion was seconded by Mr. Janku and approved unanimously by voice vote.
(G) Appointment of Council Committees by Mayor.
Mayor Hindman made the following appointments to the following committees:

There being no further business, the meeting adjourned at
