The City of Columbia Utilities Services department is requesting public feedback regarding two proposed double-circuit 161kv/69kv electrical transmission line steel H-frame structures on either side of Highway WW near A-1 Auto Recyclers at 3821 Highway WW East. As part of the City's public involvement process for capital projects and because of the coronavirus pandemic, City of Columbia Utilities is holding an online Interested Parties (IP) meeting from March 4, 2021, to March 11, 2021, at https://www.como.gov/utilities/water-and-light/electric/proposed-replacement-hwyww/.
The project will construct two steel H-frame transmission structures on either side of Highway WW, replacing a single structurally weakened wooden H-frame structure on the north side of Highway WW. The new structures will strengthen the support of the conductors over the roadway by reducing the span lengths. The new steel H-frame structure on the north side of Highway WW will be farther away from the center of Highway WW than the weakened wood pole H-frame structure it is replacing. It will sit on a raised concrete anchor bolt foundation designed to withstand erosion concerns.
A second steel H-frame transmission structure will be built on the south side of Highway WW, near the edge of the floodway of the north branch of Grindstone Creek. It will also sit on a raised concrete anchor bolt foundation that has been designed to withstand erosion concerns while providing for the possibility of grade changes because of the placement of fill at some future date. This new structure has been shifted 100 feet farther south of Highway WW than where it was originally shown in the first Interested Parties Meeting for this project, which was held Oct. 1, 2019, acknowledging concerns that were raised in that meeting related to the possible future extension of Stadium Boulevard.
Investment for this project is estimated at $150,000 and will be funded through Water & Light CIP Project E0101, Replacement of Existing Transmission System. The scope of work for this project includes the design, procurement and installation of the two new steel H-frame transmission structures, as well as the retirement of the existing wood H-frame structure on the north side of Highway WW.
The online comment period will run from March 4 to March 11. During this time, citizens may review preliminary plans, contact City of Columbia Utilities staff with questions and comments and complete the IP comment form.
