Director of Columbia/Boone County Public Health and Human Services releases Order No. 2020-09 and Order 2020-09(c)

(COLUMBIA, MO) - Stephanie Browning, director of Columbia/Boone County Public Health and Human Services (PHHS) has issued Order No. 2020-09 and Order No. 2020-09(c). Columbia and Boone County remain in Phase 2, Step 3 of the reopening plan under this order but under modified conditions in order to help control the spread of COVID-19 throughout the county. This order is effective at 12 a.m. on Aug. 10, 2020. This order will expire at 11:59 p.m. on Aug. 31, 2020, unless extended, rescinded or modified prior to such expiration. 

The reopening plan has been modified under this order due to the increase of active cases in Boone County. The seven day rolling new cases rate for the period of July 29 through Aug. 4 was 106 cases per 100,000. Many of the limitations outlined in the previous order are still in effect. The new regulations are highlighted below.

Modifications from previous Order:
  • Face masks are required by those over the age of 10 when social distancing requirements cannot be met, when within city limits of Columbia. This is included to align with the City of Columbia mask ordinance that went into effect on July 10, 2020. 
  • Restaurants and bars continue to operate with social distancing between tables. Groups of patrons are now limited to a maximum of 10 people.
    • All patrons are now required to be seated at all times when not entering/exiting the business or visiting a restroom facility. A face mask is required anytime a patron is not seated. 
  • Businesses, large venues and those organizing public gatherings that face circumstances not specifically addressed in the order may submit a proposed Operational Plan to PHHS. Plans must meet the goals of this order to limit the spread of COVID-19 and must be submitted at least 30 days in advance of the date of any special event or activity. Approval of a plan does not guarantee that the plan will not be suspended, revoked or required to be modified if necessary.
