(COLUMBIA, MO) - Although the City of Columbia, Boone County, and its many partners have continuously led the way in Missouri in an effort to address homelessness, residents, staff and City Council recognize additional efforts during the coronavirus (COVID-19) pandemic are likely needed. Please see the attached document for context as to what has been done, challenges and potential additional needs.
After discussion at the April 6 City Council meeting, the City of Columbia has issued a request for proposals (RFP) for an outside entity to provide sanctioned homeless encampment services related to the coronavirus (COVID-19) pandemic.
The RFP states that the services should be provided through noon on May 1, 2020, unless there’s a written extension from the City. The scope of services states that the following items and services are requirements in the RFP:
• Encampment site
• Demarcation for up to seventy (70) individual 16’ x 16’ campsites
• Potable water source
• Refuse receptacles and disposal
• Portable toilets
• Handwashing stations
• Prerecorded staff and volunteer training
