Crisis Negotiation Team, SWAT respond to barricaded subject with active warrants in the 400 block of Hickman Ave on Jan. 4

(COLUMBIA, MO) -

Columbia Police arrested Lucas W. Garner, 38, of Kentucky after learning he had an active warrant in Boone County in relation to an assault that occurred in January 2001 (CPD case number: 2001-001199), as well as three active warrants from Kentucky. Officers went to a residence in the 400 block of Hickman Ave. on Saturday, Jan. 4, to serve an arrest warrant. 

The initial investigation began after a vehicle fled a traffic stop on Dec. 19. Through the extensive work of CPD patrol officers, a vehicle matching the description of the vehicle that fled the traffic stop was located outside of a residence in the 400 block of Hickman Ave. on Dec. 27. While conducting the investigation they were able to determine that the owner of the vehicle had warrants from Kentucky. On Jan. 4 officers conducted a surveillance of the residence and observed a person matching the description of the person wanted from Kentucky entering the residence. 

After officers arrived at the residence on Hickman Ave. to serve the warrant on Jan. 4, Garner refused to exit the residence and barricaded himself inside. Officers learned that there were other family members inside the residence, but were not being held hostage. Garner surrendered approximately two hours after CPD made initial contact and was taken into custody without incident. The Columbia Police Crisis Negotiation Team, K-9 unit and SWAT assisted patrol officers at the scene. 

Garner was arrested for the outstanding Boone County warrant for domestic assault, resisting arrest and three outstanding warrants from Kentucky for trafficking narcotics, endangering the welfare of a child and felony possession.
