Columbia Police officers arrested Joshua James Fay, 39, of Columbia after a domestic assault in the 1000 block of Jewell Avenue.
Officers were dispatched to a residence in the area yesterday, January 26, at 5:24 p.m. in reference to an assault. The preliminary information received indicated a male suspect, later determined to be Fay, and a female victim, 28, were involved in a domestic dispute. Fay and the victim were in an intimate relationship. The victim reported Fay kicked her in the head multiple times, dragged her across the floor by her hair, choked her, twisted her neck as if trying to break it, and threatened to kill her before she was able to escape from the residence. Officers observed bleeding and scratches to the victim's face and neck.
As officers attempted to make contact with Fay at the home, they heard what they believed to be a shotgun being racked from inside. Fay was considered to be armed and dangerous; the Crisis Negotiation Team (CNT) and Special Weapons and Tactics (SWAT) Team were called in to assist. After over two hours of attempting to make contact with Fay and directing him to exit the home, Fay eventually voluntarily surrendered and was detained without further incident.
Fay was arrested on 1/26/17 at 8:52 p.m. in the 1000 block of Jewell Avenue for Felony Domestic Assault in the First Degree with a bond to be set by the Court.
