The City of Columbia Public Works Department announced Thursday that the private contractor Origin/Catalyst is scheduled to begin a year-long project that includes the construction of a new apartment building at 525 Elm St. as well as work on a sanitary sewer line and improvements to the City stormwater system.
The work involves temporary closures of the alley, streets and sidewalks along the block bounded by Fifth Street, Sixth Street and Elm Street through Aug. 15, 2017, but the streets will not be fully closed the entire year. Access to the rear drive of 216 S. Fifth St. will remain open as well.
While this is primarily a private project, the developer has agreed to a number of conditions to reduce the impact of the construction and improve the City's downtown infrastructure. Origin/Catalyst plans to install new tree grates along Sixth and Elm streets, widen the sidewalks from 5 to 10 feet, and replace two deteriorated and failing stormwater conveyance facilities. This will result in a substantial capital project completed at no cost to the City.
"The developer replacing those stormwater boxes saves the City an estimated $200,000 to $400,000, probably more," said City Utilities Engineering Specialist Tom Wellman.
Wellman says the City would have needed to upgrade these stormwater facilities within the next 10 years at taxpayer expense.
"There are two existing stormwater conveyance facilities there," said Assistant Director of City Utilities David Sorrell. "One's an old stacked rock box and one's a concrete box, and they're going to replace both of them with a single new concrete structure."
The developer has also agreed to repave Elm Street and reimburse the City for all lost parking meter revenue. Motorists and pedestrians are urged to exercise extreme caution when in the work zone and use alternate routes.

PHASE 1 (Sep. 1 - Oct. 31)
In the first phase of the project, Elm Street (between Fifth and Sixth) and Sixth Street (for a half block north of Elm), are scheduled to close. Fifth Street, however, will be open to southbound traffic only (for a quarter block north of Elm).

In the second phase, the closed section of Sixth will open but the lanes will be narrow. Elm will remain closed until January.

In the final phase, the closed section of Elm will open to eastbound traffic. No streets are scheduled to be closed.
