First Quarter Report, January through March 2013
The Columbia Police Department has finalized the First quarter report from the Internal Affairs Unit. It will be posted on the website at www.gocolumbiamo.com.
During the First quarter of 2013, Columbia police officers were dispatched to 15,889 calls for service in the City of Columbia. In addition, officers self-initiated 19,770 calls/incidents, for a total of 35,659 citizen contacts. CPD officers made 819 in-custody arrests.

The Columbia Police Department has established the following categories with regards to the Use of Force:

Officers used some degree of force during 102 incidents (.286% of all citizen contacts) during the First quarter of 2013. During those incidents, some degree of force was used against 119 subjects. Some of the incidents involved multiple subjects; some involved an officer attempting/using multiple types of force and/or multiple officers attempting/using some type of force. Note: a single incident with a particular arrestee can result in multiple reviews, because each individual use of force is reviewed.
The following represents the total number of uses of force by category:
Officers used balance displacement on 53 occasions.
Officers drew/exhibited their firearms on 55 occasions.
Officers handcuffed subjects on 30 occasions (without resulting in formal arrest).
Officer used an Impact Weapon (Baton) on 1 occasion.
Officers used joint manipulation on 41 occasions.
Officers used other physical force on 27 occasions (any force used that did not fall into one of the other categories).
Officers used pepper spray on 14 occasion.
Officers used pressure point techniques on 4 occasions.
Officers used strikes on 9 occasions.
Officers utilized their Tasers® on 6 occasions*:
3 consisted of laser display only1 consisted of Taser® display only2 projectile deployment
* The Taser® was only deployed (projectile deployment and/or drive stuns) against a subject on 2 occasions.
Officers did not employ force using any of the following categories: horse action/movement, chemical gas, canine apprehension, canine bite, and/or Kinetic Energy Device.
During the First quarter of the 2013 Use of Force incidents, 77 were determined proper and 25 incidents are still pending.
During the First quarter, of the 102 Use of Force incidents, there were 14 reported injuries of subjects as a result of force used by officers (13.7% of all UOF incidents).
Of the 102 Use of Force incidents 8 officers were injured in conjunction with Use of Force (7.8% of all UOF incidents)
Officers used their firearms on 8 occasions for the dispatch of injured animals.
Columbia Police initiated 3 vehicle pursuits during the First quarter of 2013.
During the First quarter, Columbia Police officers received 3 compliments from external sources.
Of the 35,659 citizen contacts, the Columbia Police Department received 23 complaints/concerns from external sources. Only 6 (external complaints) of those met the standards of City Ordinance 21-51 (approximately .016% of all citizen contacts).

Finding Guidelines
1) Unfounded - Where the act or acts complained of DID NOT occur or were misconstrued.
2) Exonerated - Where the acts which provide the basis for the complaint occurred but the investigation shows the acts to be justified, lawful, and proper.
3) Not Sustained - Where there is a failure to disclose sufficient facts to prove or disprove the act or acts complained of.
4) Sustained - Where there are sufficient facts to prove the allegations made.
