Description: In 2009, the City of Columbia entered into an agreement for professional services with Gerald Morgan of Mexico, Missouri to conduct an ADA Facility and Structural Assessment to assist the City in ADA compliance. The list of facilities included recreation facilities and parks under the management of the Parks and Recreation Department.  The report was completed in 2011. Over $800,000 in ADA compliance projects were identified for parks and recreation facilities. The projects ranged from lowering bathroom mirrors 1.5 inches to replacing sidewalks.

Project Notes: In September 2011, 33 reports ranging from 6-34 pages each for parks and recreation facilities were made available to Parks and Recreation staff. Staff analyzed the reports and will prioritize and schedule the projects based on need, usage, feasibility, and funding. Work on some of the projects will begin in 2012. Some of the smaller items may be funded out of the annual park maintenance operating budget.

The new Federal guidelines regarding pool lifts came after the consultant completed the ADA compliance report for Columbia’s park system. The request for more ADA sidewalks at Stephens Lake Park also came after the report. These projects will also be incorporated into the Park ADA Compliance project.

Project Status: See chart below for ADA renovations completed. Plans are to incorporate ADA items in conjunction with current and upcoming capital improvement projects.

Steinburg Playground – Three exterior accessible route items. Also, a poured-in-place rubber safety surface was included in the renovation project to create an inclusive play area easily accessible for children with mobile disabilities. This aspect of the project is above the scope and in addition to the ADA items listed in the report.
