SPECIAL
CITY COUNCIL MEETING - COLUMBIA, MISSOURI
APRIL 14, 2003

INTRODUCTORY
    The City Council of the City of Columbia, Missouri met for a special session at 5:05 p.m., on Monday, April 14, 2003, in the Council Chamber of the City of Columbia, Missouri. The roll was taken with the following results: Council Members CRAYTON, JANKU, HUTTON, LOVELESS, JOHN, COFFMAN, and HINDMAN were present. The City Manager, City Counselor, City Clerk, and various Department Heads were also present.
 

NEW BUSINESS
(A)     Comments of Mr. Coffman, Outgoing Sixth Ward Council Member
    Mr. Coffman thanked the Council and the staff for making his stay on the Council an enjoyable, learning experience. He thanked friends and family for coming out this evening and, in particular, his wife, Kathryn. He commented that she has been very supportive over the years and that she and his children have been very understanding. He introduced his family.
 

(B)     Presentation to Outgoing Council Member Coffman
    Mayor Hindman commented that it has been a pleasure having Mr. Coffman on the Council for the past six years and thanked him for serving the Sixth Ward so well. He noted that Mr. Coffman has made many significant contributions to the City of Columbia by way of serving on the Council.
    Joining Mayor Hindman and City Manager Beck at the podium, Mr. Coffman was presented with a Resolution of Appreciation signed by his fellow Council members; a plaque recognizing his years of service from the Council, staff and citizens of Columbia; an etched glass tile acknowledging his service as Mayor pro-tem in 2002; and a certificate for a heritage tree to be planted in his honor, in the park of his choice. Mayor Hindman presented Mr. Coffman's wife, Kathryn, with a corsage and thanked her for her help and support over the past six years.
    Mr. Beck presented Mr. Coffman with his Sixth Ward nameplate and City pins for he and his wife. He thanked him for his hard work over the years.
 

(C)     Oath of Office - Council Members Janku and Ash
    The City Clerk administered the Oak of Office to Council Members Janku and Ash. Mayor Hindman presented Mr. Janku and Mr. Ash with framed Commissions of Office. Everyone took their places at the Council table.
 

(D)     Comments by Council Member Janku
    Mr. Janku thanked his wife, Ann, and daughter, Christina, both present in the audience, for their help, particularly during the campaign. He also thanked the residents of the Second Ward for awarding him again with the responsibility and opportunity of serving as their representative on the City Council. Although Columbia is a great place to live, he thought everyone recognized the number of challenges in our growing community in terms of providing the necessary infrastructure and public safety items to the growing areas of our community as well as maintaining the older neighborhoods. He thanked the Council and the staff for their hard work.
 

(E)     Comments by Council Member Ash
    Mr. Ash introduced his wife, Diana, and his two children, Amanda and Alex. He thanked them for being understanding and supportive of the challenges he is about to take on. He thanked the 900 people that voted for him and asked the other 1300 voters to give him a chance to win them over. He said he would like the Sixth Ward to feel like one family so they could work together, through neighborhoods, to make Columbia an even better place to live.
 

(F)     Comments by the City Manger
    Mr. Beck congratulated Council members Janku and Ash. He commented that Columbia has a great administrative team and a lot of great, loyal, hard working City employees that are out both day and night to get their jobs accomplished. He noted that most Department Heads were present this evening and asked them to stand. He thanked them for their effort and support. Mr. Beck also introduced his spouse, Delilah, and thanked her for her support and help over the years. He also thanked Mr. Coffman and his wife for their help over the last six years.
 

(G)     Election of Mayor Pro-tem
    Mayor Hindman made the motion that Council member Loveless be elected Mayor Pro-tem. The motion was seconded by Ms. Crayton and approved unanimously by voice vote.
 

(H)     Appointment of Council Committees by Mayor
    Mayor Hindman made appointments to the following committees:

    Mayor Hindman invited everyone to a reception in the mezzanine following the meeting.
