M I N U T E S SPECIAL CITY COUNCIL MEETING - COLUMBIA, MISSOURI NOVEMBER 13, 2000 �

INTRODUCTORY
    The City Council of the City of Columbia, Missouri met for a special meeting at 5:30 p.m., on Monday, November 13, 2000, in the Council Chamber of the City of Columbia, Missouri. The roll was taken with the following results: Council Members COFFMAN, HINDMAN, CRAYTON, JANKU, CROCKETT, CAMPBELL, and JOHN were present. The City Manager, City Counselor, and City Clerk were also present.
    Mayor Hindman welcomed Girl Scouts from Grant School, West Junior, Hickman and Rock Bridge Elementary School. Their leader explained that the girls are working on their Junior Citizen's Badge.
 

NEW BUSINESS
R224-00     Declaring the results of the election held on November 7, 2000.
    The resolution was read by the Clerk.
    Comments were called for with none received.
    The vote on R224-00 was recorded as follows: VOTING YES: COFFMAN, HINDMAN, CRAYTON, JANKU, CROCKETT, CAMPBELL, JOHN. VOTING NO: NO ONE. Resolution declared adopted, reading as follows:

    Mr. Beck outlined a process he suggested the Council may wish to consider in regards to implementation of the parks sales tax. His suggestion was as follows: The introduction of an ordinance at the November 20th Council meeting to implement the local parks sales tax; begin discussions with Stephens representatives to workout the details of the lease-purchase agreement with the goal being to bring it the Council no later than February 5, 2001; submit a memo to the Council regarding a suggested process for preparing a development plan for the property; and in January 2001, submit to the Council an amendment to the FY 2001 budget for the Parks and Recreation Department addressing personnel and equipment issues.
    Assuming the Council follows the suggested process, Mr. Campbell inquired as to when the City would take possession of the property. Mr. Beck replied that it is believed the transfer could occur by February. He added that staff is looking into the possibility of taking possession earlier than that. Mr. Beck noted that the goal is to make the Stephens property available for public use as soon as possible.
    Mr. Campbell recognized Mayor Hindman and the Committee for their hard work and dedication to this issue.
    Mayor Hindman made the motion that the Council adjourn to a closed meeting in the fourth floor conference room to discuss annual performance evaluations of the City Manager, City Clerk, and Municipal Judge in accordance with the authority of 610.021 RSMo. The motion was seconded by Mr. Coffman with the vote recorded as follows: VOTING YES: COFFMAN, HINDMAN, CRAYTON, JANKU, CROCKETT, CAMPBELL, JOHN. VOTING NO: NO ONE. Motion passed.
    There being no further business, the meeting adjourned at 5:43 p.m.
