Airport Advisory Board

Continuously studies airport and aviation needs in the area and makes recommendations to the Council for the development and use of the airport. The board shall be composed of nine (9) voting members and three (3) nonvoting liaison members.  The City Council makes five appointments to this board, and those members shall be residents of the City of Columbia. The length of terms is three years.

Establishing Legislation:

Sec. 3-21. Established.           
The airport advisory board is hereby established.

Sec. 3-22. Membership; appointment; qualifications; compensation; terms.
(a)       The board shall be composed of nine (9) voting members who shall serve without compensation and shall not be paid employees of the city. The nine (9) members shall consist of the following:

  • Five (5) members shall be appointed by the city council and shall be residents of the city, comprised of the following:
    A representative from the general aviation industry and/or a pilot.
    A representative from the hotel or motel industry.
    A representative from an educational institution.
    A representative from a major employer within the City of Columbia.
    A citizen-at-large interested in aviation and travel.
  • One (1) member shall be appointed by the presiding commissioner of the County of Boone.
  • One (1) member shall be appointed by the mayor of the City of Jefferson.
  • One (1) member shall be appointed by the chair of the board of directors of the Columbia Chamber of Commerce.
  • One (1) member shall be appointed by the chair of the board of directors for Regional Economic Development Incorporated (REDI).

There shall also be three (3) nonvoting liaison members of the board as follows: the convention and visitors bureau director, or the director’s designee; the director of public works, or the director’s designee; and the airport manager, or the manager’s designee.

(b)       The term of office of the members appointed by the city council shall be three (3) years. The members appointed by persons other than the city council shall serve for terms designated by the appointing authority and shall serve at the pleasure of the appointing authority. To provide for staggered terms, of the members first appointed by the city council, one (1) member shall serve a term of one (1) year, two (2) members shall serve terms of two (2) years, and two (2) members shall serve terms of three (3) years. Thereafter, appointments made by the council shall be for terms of three (3) years, except that appointments to fill vacancies, occurring other than by expiration of terms, shall be filled for the unexpired term only. Unless otherwise removed, a member whose term has expired shall continue to serve until such time as a successor is duly appointed and qualified.

Sec. 3-23. Election of officers; terms.
The board shall annually elect one of its members as chair at the first meeting in December of each year. The chair must be a member appointed by the council. The chair shall appoint a vice chair from the remaining board members. The chair shall preside at all meetings. In the absence of the chair or the chair’s inability to preside, the vice chair shall preside.

Sec. 3-24. Duties and responsibilities.
The board shall make a continuous study of airport needs and of aviation in the area, and shall make recommendations to the council for the development and use of the airport.

Sec. 3-25. Meetings; quorum; attendance.
(a)       The board shall hold regular monthly meetings at such times as it shall fix, and other meetings at the call of the chair. The city manager shall receive notice of all meetings of the board.
(b)       Five (5) voting members shall constitute a quorum to transact business. 
(c)        The chair is authorized to excuse any member from attendance; provided that, except in case of emergency, the member requested to be excused before the meeting. Any member who is absent, without being excused, from twenty-five percent (25%) of the regular meetings held in a calendar year shall automatically forfeit the office. Any member who is absent, without being excused, from three (3) consecutive regular meetings shall automatically forfeit the office. It shall be the duty of the chair to promptly notify the city council through the city clerk of the vacancy.
