[UPDATE] Spring/Summer mill and overlay operations rescheduled to begin April 9

UPDATE DETAILS: Mill and Overlay Operations have been rescheduled to begin Monday, April 9, at 7 a.m. The contractor plans to begin with milling operations on Monday followed by overlay operations on Tuesday, depending on the weather.

Spring is here, which means the City of Columbia Public Works Street Division staff are taking the plows off their trucks, patching all of those pesky potholes created by winter weather, and preparing for a lengthy but necessary season of road maintenance and preservation.

Columbia's streets have been inspected and rated over the past few years as to their condition and what form of critical maintenance the street needs to be smooth and drivable for as long a period as possible. Streets rated in the highest need of critical maintenance are typically addressed with a paving procedure called mill and overlay.

"The objective is to avoid having to totally reconstruct a roadway," Engineering Manager Richard Stone said. "Mill and overlay is more expensive than other options such as surface sealing or chip sealing, but it is five to 10 times less expensive than reconstruction."

A number of streets and some shoulders will be milled and overlaid this spring and summer as a part of the City of Columbia's pavement management program to preserve and improve City streets. Mill and overly can extend the life of a roadway for six to 20 years with proper follow-up maintenance. The key is keeping water from seeping under the roadway. Capital Paving, the contractor for the project, plans to begin mill-and-overlay operations on Monday, April 2, weather permitting.

"Crews will likely mill and overlay for about three weeks in the spring, depending on the weather and the contractor's workflow before returning to Columbia this summer to finish the remaining streets," City Pavement Engineer Seth Nelson said.

The current list of streets, in tentative order, is available online at CoMo.gov/PublicWorks/MO2018. Updates will be posted on social media.

In the mill and overlay process, crews remove the surface of the street and replace it with new asphalt either immediately or after a few days. It is ok to drive on a milled street and soon after asphalt is laid. But motorists, pedestrians and nonmotorized transportation users are urged to use extreme caution when passing through a work zone. The streets will not be closed during mill-and-overlay operations but there will be alternating lane restrictions. Please follow the instructions of flaggers at all times. Minor delays are possible.
