UPDATE DETAILS: Smiley Lane from 763 to Oakland Gravel Road has been added to the list of streets to receive mill and overlay this year.

The Columbia Public Works Department announced on Tuesday, March 21, its spring/summer mill and overlay schedule for Columbia streets. The schedule for other types of street maintenance will be announced soon. Capital Paving, the contractor for the project, plans to begin work on March 27. Work will continue throughout the spring and summer until all of the scheduled streets are complete.
Street maintenance, such as mill and overlay, follows the 2017 Pavement Management Plan, which was presented to the City Council on March 20. This plan is based on the principle that preventative and rehabilitative street maintenance is more cost effective than reconstruction.
Mill and overlay involves removing the surface of the street and replacing it with fresh asphalt. The process is five to 10 times less expensive than rebuilding a road.
"If we can avoid having to reconstruct a road from the ground up, that saves money, time and the inconvenience of having to close down streets for extended periods of time," said Richard Stone, engineering manager for public works.
Below is the streets currently scheduled. The order of streets will be updated regularly on Public Works social media (Twitter, Facebook). Schedules are subject to change depending on weather and other factors.

Lane restrictions will occur throughout the duration of the project as crews work on each street. The contractor will notify residents by placing signs in the area a minimum of 24 hours in advance of when it becomes necessary to move vehicles off the street.
Motorists, nonmotorized transportation users and pedestrians should exercise caution in these areas while crews are working. Minor delays may occur.
